blankets dont really have to do anything with stopping a horse from growing a coat. horses start growing their coats when the days get shorter and start shedding as the days get longer. thats why show barns can put special lights in the stalls to 'trick' the horses into not growing coats by 'making the day longer'. blankets keep the hair down which makes it appear that they dont have as much hair as without a blanket, blankets also rub out loose hairs, giving blanketed horses that overall nicer appearance.
state line tack carries a good line, but my fav is probably from SS tack, they carry a lot of good, cheap blankets. if you want something more expensive, rambo makes a super water proof sheet, but probably for 300 dollars. i dont have any personal experience but some people from my barn swear by classic equine, an other cheap option.

Proud to be owned by a thoroughbred.

You don't need a waterproof sheet to stop rainrot. You need more Vitamin A in the horse's diet.

Anyways, a lightweight sheet WON'T stop the horse from growing a winter coat, but it WILL stop the horse from utlizing the coat it grows. Horses warm themselves by puffing up their haircoat and trapping heat in the lower layer of hair. Put a lightweight sheet on that and the horse loses the ability to puff the haircoat up, and thus the ability to warm itself efficiently. Either use a blanket with a fair amount of fill or none at all.
